Fr. Sarmad Biloues
History, Foundation & Legal Status
Our Lady of Perpetual Help Arabic Church and Society traces its foundation to January 22, 2023, when Father Sarmad Biloues formally dedicated his life to the service of vulnerable individuals, youth, and persons with special needs.
This commitment followed a profound spiritual calling, culminating over 24 years of pastoral ministry within the Catholic Church in
Baghdad, Damascus, Vancouver, and Ontario, as well as extensive service among youth, disadvantaged individuals, and marginalized communities through various churches and non- profit initiatives.
Subsequent to a period of prayerful discernment, Father Sarmed formally presented himself to the Old Catholic Church in Vancouver on January 22, 2023, and was duly received in accordance with its ecclesiastical procedures.
Following his formal acceptance, preparatory steps were undertaken to establish Our Lady of Perpetual Help Arabic Church and Society first operational center in Vancouver, in cooperation with the mother church, members of the faithful, and recognized clergy.
As part of its commitment to lawful operation and public accountability, Our Lady of Perpetual Help Arabic Church and Society initiated the process of obtaining official recognition and registration with the appropriate governmental authorities in Canada.
On August 7, 2023, Our Lady of Perpetual Help Arabic Church and Society was granted official documentation in accordance with applicable Canadian laws and regulations, thereby authorizing it to operate as a non-profit, dedicated exclusively to charitable, religious, and humanitarian purposes.
The purposes of the Organization include, but are not limited to:
1. Advancement of Religion
Providing pastoral care, spiritual guidance, and religious services in accordance with the Catholic faith tradition and fostering the spiritual
well-being of the community.
2. Relief of Poverty and Support of Vulnerable Populations
Assisting youth, individuals with special needs, and persons experiencing hardship through outreach programs, counselling, and community support initiatives.
3. Advancement of Education
Promoting access to educational opportunities, skills development, and community awareness, including programs related to civic
responsibility, legal literacy, and human rights.
4. Community Development and Social Integration
Supporting women’s empowerment initiatives, youth engagement programs (including recreational and athletic activities), and
facilitating integration within Canadian society, while respecting and celebrating cultural diversity.
Our Lady of Perpetual Help Arabic Church and Society is committed to operating in full compliance with all applicable federal and provincial laws, including those governing non-profit and charitable entities in Canada. It maintains principles of transparency, accountability, and inclusivity in all its activities.
To this day, Our Lady of Perpetual Help Arabic Church and Society takes pride in contributing to Canadian society by fostering unity, compassion, and active community participation. It remains dedicated to serving all individuals without discrimination, and to strengthening the social fabric of Canada through charitable service and community engagement.

تأريخ كنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر
التأريخ والتأسيس: يبدأ تاريخ (كنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر) يوم ٢٢ كانون الثاني ٢٠٢٣ عندما أعلنّ الأب سرمد يوسف باليوس في هذا اليوم، تكريس حياتهُ لخدمة المُدنفين والشباب من ذوي الأحتياجات الخاصة.
فقد شعرَ (الأب المؤسس سرمد باليوس) بنداءٍ سماوي يُتوَّج 24 سنة من العمل الرعوي في الكنيسة الكاثوليكية في العديد من المدن والبلدان ومنها : بغداد ودمشق وفانكوفر واونتاريو. كانت سنين مُباركَة من العمل مع الشباب والفقراء في عشرات الكنائس والمنظمات.
نِداءٌ دفع الأب المؤسس، بعد الصلاة والتأمُل العميق، الى التقدّم رسميا للانتماء الى الكنيسة الكاثوليكية القديمة في فانكوفر بتأريخ ٢٢ كانون الثاني ٢٠٢٣ (لما تُقدمهُ هذه الكنيسة من خدمات انسانية ومجتمعية لفئة الشباب وخصوصا المتعبين منهم).
وبعد ان تمَّ قبول الأب سرمد يوسف باليوس رسمياً، تمَّ مُباشرة الأعداد لفتح اول مركز (لكنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر) وذلك بالتعاون مع
الكنيسة الأم والمؤمنين والعديد من رجال الدين المعروفين بروحانيتهم وغيرتهم الرسولية. ونتيجة لهذا التعاون المُجتمعي الرائع من الجميع، بدأ حلم .. (كنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر) وتمَّ التقديم رسمياً للحصول على الأوراق الرسمية من الحكومة الكندية، حتى تؤيد التواجد الرسمي لهذه المؤسسة الرائعة في : ٧ آب ٢٠٢٧.
وفي هذا التأريخ بالضبط، حصلت (كنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر) على الوثائق الرسمية وفقًا للقوانين والأنظمة الكندية المعمول بها، مما خوّلها العمل
كمؤسسة غير ربحية ذات طابع مجتمعي مكرّسة حصريًا للأغراض الخيرية والدينية والإنسانية.
وتعمل (كنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر) على أساس عدم الربحية، وهذه هي اهدافها، على سبيل المثال لا الحصر، ما يلي:
١. التفاعل الأيماني والأنساني
في تقديم الخدمات الدينية تقديم الرعاية الروحية والإرشاد الديني والخدمات الكنسية وفقًا للتقليد الكاثوليكي، وتعزيز الحياة الروحية
لأفراد المجتمع.
٢. العطاء ودعم الفئات المحتاجة
مساعدة الشباب، وذوي الاحتياجات الخاصة، والأشخاص الذين يواجهون ظروفًا صعبة، من خلال برامج الدعم المجتمعي والإرشاد والخدمات الإنسانية
٣. تعزيز المعرفة والتعليم
دعم فرص التعليم وتنمية المهارات، ونشر الوعي المجتمعي، بما في ذلك التثقيف في مجالات المواطنة، والمعرفة القانونية، وحقوق الإنسان
٤. تنمية المجتمع والاندماج المُجتمعي
دعم برامج تمكين المرأة، وتفعيل دور الشباب من خلال الأنشطة الاجتماعية والرياضية، والمساهمة في تعزيز الاندماج في المجتمع الكندي مع احترام التنوع الثقافي.
وتلتزم ( كنيسة وجمعية أُم المعونة الدائمة الكاثوليكية العربية في فانكوفر) بالعمل وفق جميع القوانين الفدرالية والإقليمية المعمول بها في كندا، بما في ذلك الأنظمة الخاصة بالمؤسسات غير الربحية والخيرية، مع اعتماد مبادئ الشفافية والمساءلة والشمولية في جميع أنشطتها.
وحتى يومنا هذا، تفخر المؤسسة بانتمائها إلى كندا، وتسعى باستمرار إلى تعزيز روح الوحدة والخدمة المجتمعية، من خلال تقديم الدعم لكل محتاج دون تمييز، والمساهمة في تقوية النسيج الاجتماعي الكندي عبر العمل الخيري والمشاركة الفاعلة
The Foundation and Development of the Church in Vancouver
St. Raphael Old Catholic Church in Vancouver, British Columbia, was established in 1921 as part of the wider Old Catholic tradition, grounded in apostolic faith, sacramental life, and continuity with the early undivided Church.
The Church experienced significant growth in the 1930s, largely due to the devoted ministry of Father Henry Barney Om, whose pastoral leadership strengthened both the spiritual life and stability of the community.
This development was further supported by prominent bishops, including Bishop Gérard Lapalante, Bishop Jurgen Schmode, and Bishop Benedictus, whose leadership ensured theological guidance and continuity in the Church’s mission.
Subsequent clergy, including Father Martin and Father Sarmad, continued this legacy of faithful service.
Today, St. Raphael Church remains committed to proclaiming the Gospel and fulfilling its mission rooted in faith, hope, and charity. It embraces all people without distinction and stands as a continuing witness to the enduring work of the Holy Spirit across generations.
تأريخ كنيسة القديس روفائيل في كندا
تأسست كنيسة القديس روفائيل الكاثوليكية القديمة في فانكوفر، كولومبيا البريطانية، عام ١٩٢١، كجزء من التقليد الكاثوليكي القديم القائم على الإيمان الرسولي، والحياة الأسرارية، والاستمرارية مع الكنيسة الأولى غير المنقسمة.
شهدت الكنيسة نموًا ملحوظًا في ثلاثينيات القرن العشرين، ويرجع ذلك إلى حد كبير إلى خدمة الأب هنري بارني أوم، الذي أسهم بقيادته الرعوية في تعزيز الحياة الروحية واستقرار الجماعة. كما تعزّز هذا التطور بجهود عدد من الأساقفة البارزين، منهم المطران جيرارد لابالانت، والمطران يوركن سيغموند، والاسقف بندكتوس، الذين وفّروا الإرشاد اللاهوتي والاستمرارية في رسالة الكنيسة. وقد تابع هذا المسار كهنة مخلصون، من بينهم الأب مارتن والأب سرمد، الذين واصلوا تقليد الخدمة الأمينة.
وما تزال الكنيسة حتى اليوم ملتزمة بإعلان الإنجيل والقيام برسالتها القائمة على الإيمان والرجاء والمحبة، منفتحة على جميع الناس دون تمييز، وشاهدةً على عمل الروح القدس المستمر عبر الأجيال.
The Historical Development of the Old Catholic Church
The Old Catholic Church is recognized as an apostolic Church, whose historical roots extend back to the original Apostles of
Christ—the Twelve—through what is known in theological language as Apostolic Succession. This succession signifies the continuous transmission of ecclesiastical authority, sacramental life, and orthodox teaching from the time of the holy Apostles to the present day.
A pivotal moment in the historical formation of the Old Catholic Church was the episcopal consecration of Cornelius van Steenoven in 1723. This event later became a cornerstone for Old Catholics in preserving the continuity of apostolic succession and fostering missionary expansion, particularly in the nineteenth century following the First Vatican Council.
In 1962, the Second Vatican Council was convened under the leadership of Pope John XXIII. Within this council, the Catholic family gathered under a common framework that articulated a real—though not yet complete—communion. In this context, the Council’s teaching, particularly in the decree Unitatis Redintegratio, acknowledged the existence of a genuine ecclesial communion between the Roman Catholic Church and those Churches that have preserved a valid episcopate and a true Eucharist—especially the Orthodox Churches and the Old Catholic Churches.
Accordingly, it may be historically affirmed that a real Christian communion exists between the Roman Catholic Church and the Old Catholic Church, founded upon:

Thus, from a historical perspective and to the present day, the Old Catholic Church has remained steadfast in preserving a valid sacramental priesthood and the integrity of the holy sacraments, particularly the Eucharist.
It continues to uphold the faith of the undivided Church of the first millennium. Its bishops stand within a historically documented line of apostolic succession, closely associated with the See of Utrecht, which has played a decisive role in safeguarding the Church’s autonomy while remaining faithful to the ancient Catholic tradition.
To this day, the Old Catholic Church is regarded as a true apostolic Church—firmly rooted in the one apostolic faith and faithfully continuing the tradition of the undivided Church, as it was received from the holy Apostles.
التطوّر التاريخي للكنيسة الكاثوليكية القديمة
تُعَدّ الكنيسة الكاثوليكية القديمة كنيسةً رسولية، يَمتد تأريخها إلى الرسل الأصليين للمسيح—الاثني عشر—من خلال ما يُعرَف في اللاهوت بـ«الخلافة الرسولية». وتشير هذه الخلافة إلى الانتقال المتواصل للسلطة الكنسية، والحياة الأسرارية، والتعليم الصحيح، منذ زمن الرسل القديسين وحتى يومنا هذا. وتُعتبر رسامة رئيس الأسقف كورنيليوس فان ستينوفن عام ألف وسبعمئة وثلاثة وعشرين من أهم المحطات التأريخية التي رسمت توجهات الكنيسة الكاثوليكية القديمة. فقد أصبحت هذه الرسامة الأسقفية فيما بعد حجر الزاوية لدى الكاثوليك القدماء للحفاظ على استمرارية الخلافة الرسولية والحركة التبشيرية، وخصوصًا في القرن التاسع عشر، عقب المجمع الفاتيكاني الأول (ألف وثمانمئة وتسعة وستين – ألف وثمانمئة وسبعين).
ألف وتسعمئة واثنان وستون هي سنة انعقاد المجمع الفاتيكاني الثاني بقيادة البابا يوحنا الثالث والعشرون، وفيه اجتمعت العائلة الكاثوليكية تحت مظلة هذا المجمع لتُعلن شراكة حقيقية وإن كانت غير مكتملة. ونستحضر في هذا السياق تعليم المجمع الفاتيكاني الثاني، والذي أقرّ بوجود شراكة حقيقية
(حسب مرسوم Unitatis Redintegratio)،
حيث توجد شراكة حقيقية بين كنيسة الرومان الكاثوليك مع الكنائس التي تحافظ على الأسقفية الصحيحة والإفخارستيا الحقيقية، ونخص بالذكر الكنائس الأرثوذكسية والكنائس الكاثوليكية القديمة.
وعليه، نُثبت تاريخيًا أن هناك شراكة مسيحية حقيقية بين (كنيسة الرومان الكاثوليك والكنيسة الكاثوليكية القديمة) قائمة على:
وحدة الأساس الرسولي
الاستمرارية الأسرارية
ولهذا ظلّت الكنيسة الكاثوليكية القديمة تاريخيًا وإلى يومنا هذا محافظة على الكهنوت الأسراري الصحيح، وسلامة الأسرار المقدسة، ولا سيّما سر الإفخارستيا، والاستمرارية في الإيمان بكنيسة غير منقسمة منذ الألفية الأولى. كما يقف أساقفتها ضمن سلسلة تاريخية موثّقة من الخلافة الرسولية، مرتبطة بشكل خاص بكرسي أوترخت، الذي لعب دورًا حاسمًا في صون استقلالية الكنيسة مع البقاء أمينةً للتقليد الكاثوليكي القديم.
وإلى يومنا هذا، تُعتبر الكنيسة الكاثوليكية القديمة كنيسة رسولية حقيقية، متجذّرة في الإيمان الرسولي الواحد، ومستمرة في تقليد الكنيسة غير المنقسمة، كما تسلّمته من الرسل القديسين.
